Internauts create a virtual country that aspires to UN membership
MADRID. The Yugoslavian union went under in 1991. Since then, many have
wanted to resuscitate, by force of arms, the great nation of Slavic brethren.
But in the Balkans, not everybody approves of the methods utilized by Radovan
Karadzic or Slobodan Milosevic. A group of Yugoslav citizens have decided to
recover, on the Net, the nation created by Marshal Tito in 1945.
This is
about a virtual country Cyber Yugoslavia,
that does not need physical territory for its subsistence and that can
nationalize anybody who may desire it. By merely filling out a form, Internauts
can acquire Cyber Yugoslavian citizenship. Citizens can participate actively in
the growth of the State and contribute to its development, which includes
improving the Constitution of the same.
The only obligations of the inhabitants of this country are to visit the
Web(site) more than 50 times per year and to occupy a post in the national
government. This way, all of the inhabitants become ministers, with titles are
disparate as Secretary of the State of the Mountains, of the Red Star, of
Coca-Cola, of Beer or of Heavy Metal. Citizens should also read the Constitution at least once
per month and should vote on, at a minimum, a third of the proposals presented
by their compatriots with the goal of improving the virtual nation. The
movements of Cyber Yugoslavian citizenship within the country are followed by a
program that monitors compliance with the obligations.
As well, justice
is assured in this new territory by a Constitutional Tribunal, which is made up
of nine members. To become a judge, one must be voted in, and must be ready to
give up his portfolio for a time. The greatest sanction that these judges can
apply in the declaration of persona non grata, which results in the invalidation
of this person's passport.
In addition, Cyber Yugoslavs can modify whichever
articles of the Magna Carta they wish, for which the support of a majority of
their compatriots is required. There are other variable elements in this virtual
country, such as the flag and the sword, which will be modified when the
citizens suggest ideas.
At the time of its foundation, July 15, Cyber
Yugoslavia had a census of 152 inhabitants (the founding fathers of the new
country) and a territory of zero square meters. The goals set out by the
Secretary General Webmaster (also known as the Minister of the Web) imply that
when the population of the country reaches at least five million citizens, this
figure will permit Cyber Yugoslavia to petition the United Nations for the
admission of this new State. Once inside the United Nations, the petitions will
begin, among them the occupation of 20 square meters in any part of the planet,
which will be used to locate the country's server and will also serve as the
location of the new country.
